Governor
Mr D R (Ric) Todd has been appointed Her Majesty's Governor to Turks and Caicos Islands in succession to Mr. Gordon Wetherell. Mr Todd will take up his appointment in September 2011.
Mr Todd studied history at university and joined the FCO in 1980. He has done postings in South Africa, Czechoslovakia, Germany, Slovakia and Poland. He has worked in various jobs in the FCO London, including three years on the FCO Board as Finance Director, and spent five years in HM Treasury.
On his appointment as Her Majesty’s Governor to Turks and Caicos Islands, Mr Todd has said “I am delighted to be appointed Governor of the Turks and Caicos Islands, which is not only a fascinating new job but also different from postings I have done before. I am looking forward to getting to know the people of the Islands and working with them on all the issues which we face.”
Deputy Governor
Anya Williams has been appointed as the new Deputy Governor of the Turks and Caicos Islands by William Hague MP, UK Secretary of State for Foreign and Commonwealth Affairs with effect from 15 Oct 2012.
The new Turks and Caicos Islands Constitution requires the appointment of a Deputy Governor who is an Islander. The Deputy Governor is the head of the public service and has a key role in ensuring good governance and effective financial management in the Territory. One of Anya’s first tasks will be to attend the Heads of Overseas Territories Public Services meeting in London from 16-17 October.
“Anya Williams was selected through a rigorous and open selection process,” said Governor Ric Todd. "She was a very strong candidate who has previously played a positive role in introducing reform in the Ministry of Finance in the TCI civil service and has worked with all ministries, departments and statutory bodies throughout Government in her previous roles."
“Recognising the importance of the position of Permanent Secretary in the Ministry of Finance in keeping the country’s finances on track, we will look to replace Anya in that role through an open competition at the earliest opportunity.”
The Deputy Governor is Head of the Public Service, a non-voting member of Cabinet and acts as Governor when the latter is absent from the territory. Anya will be the line manager of the Permanent Secretaries and will chair a Permanent Secretaries’ committee that will prepare legislation and decisions for Cabinet. The position of Deputy Governor has been vacant since September 2009.
The Chief Executive of the Public Service
2012 began with a new Chief Executive for the Turks and Caicos Government with Mr. Patrick Boyle taking up the position on January 3rd, succeeding Mr. Martin Stanley.
Mr. Boyle is an experienced UK Senior Civil Servant and has held Chief Executive roles across the public service. His last post was Chief Executive of the Independent Living Fund; a Non Departmental Public Body sponsored by the UK Department for Work and Pensions providing financial support to disabled people across the UK. He joined the UK Civil Service in 2005 leading the programme to establish the British Equality and Human Rights Commission and more recently as Chief Executive of the Housing Benefit Agency in England.
A Health Service Chief Executive by background, Mr. Boyle has held senior positions in Primary Care, Mental Health and Acute Services. He was Chief Administrator in a London Council and is a former Commissioner and Board member of the NHS Regulator.
He is a Fellow of the Chartered Institute of Personnel and Development and is a graduate of the world renowned Meyler Campbell Executive Coaching Programme. He has wide ranging experience of public service reform and change management.
His predecessor Martin Stanley took up the position of CEO on a temporary basis in August this year, following the appointment of the incumbent Mark Capes as Governor of St. Helena. Mr. Capes had been CEO for two years.

Desiree Lewis - P.S. Health & Education
The appointment of Mrs. Desiree Lewis as Permanent Secretary, Ministry of Health and Education was ratified by His Excellency Governor Ric Todd today, Thursday, 2nd August 2012 following a fair, objective and transparent recruitment process.
Mrs. Lewis currently Deputy Permanent Secretary in the Ministry has been the Acting Permanent Secretary since April 2012. A public service official with some 25 years experience she has held Under Secretary positions in the former Ministry of Education, Youth and Sports, the office of the Chief Minister and more recently in the Ministry of Finance. She takes up the position with immediate effect.
Commenting on the appointment TCI Government Chief Executive, Patrick Boyle, Chairman of the interview panel said "I am delighted that Mrs. Lewis has been confirmed in the position of Permanent Secretary, Health and Education. She brings a wealth of experience to the role and can be justifiably proud of her personal commitment to outstanding public service. I look forward to working with her in the transition to a new elected Government".
Wesley Clerveaux - Office of Public Service Management
Wesley Clerveaux has been assigned to the Ministry of Government Support Services which brings together a number of departments currently under the OPSM and Ministry of Works.
Mr. Clerveaux is a results oriented, high-energy, hands-on professional with a successful record of accomplishments in Natural Resource Management, Fisheries, training and public relations. He also brings to the position experience in fiscal management, legislative development, strategic planning, policy formulation, ambassadorial relations and customer service with a strong focus on providing the general public, local businesses and international partners with the highest quality of service.
Mr. Clerveaux’ major strengths include strong leadership, commitment to the principles of good governance, project management, resource mobilization, excellent communication skills, being a strong team player, attention to detail, dutiful respect for compliance in all regulated environments, supervisory skills, budget management and other administrative tasks. He has a thorough knowledge of the current Government structure, roles and practices, and a clear vision to accomplish the Turks and Caicos Government goals.
Mr. Clerveaux has since 2005 been Director of the Department of Environment and Coastal Resources, where he oversees the overall management, planning and deployment of human and other resources throughout the Department and coordinates the review and development of Strategic Plans for the effective management of Protected Areas across the TCI.
Mr. Clerveaux also worked as Deputy Director and Chief Conservation Officer, charged primarily with management and development of the fisheries resources and coordinating implementation of surveillance systems and the scientific monitoring programme for fisheries.
In the early stages of his career, Mr. Clerveaux also worked as Scientific Officer in the DECR and Technical Assistant in the Fisheries Department.
Mr. Clerveaux holds a Masters degree in Natural Resources Management, a Bachelors degree in Biological Science and a wide range of specialized certificates.
Clara Gardiner - Min.Border Control & Labour
Clara Gardiner has been re-assigned to Ministry of Border Control and Labour.
Ms Gardiner first took up the position as Permanent Secretary in this Ministry in August 2009. This after a six year stint as PS in the Ministry of Education, Youth, Sports and Culture. Ms Gardiner had earlier served for one year, from 2002, as the Under Secretary in the Education Ministry. She worked with the Department of Education from 1999, first as Education Officer and then from early 2002 as acting Deputy Director. Ms Gardiner has also worked as a Graduate Teacher and Head of Department at the HJR High School.
Ms. Gardiner brings a long list of major achievements to her post. These include joint coordination for construction of the National Stadium for hosting the 2007 CARIFTA Games. She also worked on development of the Scholarship Policy and Scholarship Database System, and the production of Strategic and Development Plans in the Ministry of Education, Youth, Sports and Culture.
In her current Ministry, Ms Gardiner has led its almost completed Business Plan and change programme, the coordination of the Radar Station Project Working Group (targeted for a summer 2012 completion), coordination of the Irregular Migrant Contingency Plan Working Group, clearing of the Permanent Residence Certificate (PRC) backlog and the public consultation on Pathway to Citizenship.
Ms Gardiner has served on or is serving on the Higher Education Advisory Board, the Culture and Arts Commission, TCI Community College Board of Governors, CXC Administrative and Finance Committee, National Trust and Immigration Board.
She holds a Master of Science Degree in Training and Human Resource Management, a Bachelor of Science Degree, a Certificate in Public Administration and an international Baccalaureate Diploma.
Susan Malcolm - Min. Home Affairs
Susan Malcolm has been assigned to the Ministry of Environment and Home Affairs.
She brings to her new role in-depth knowledge of the Turks and Caicos Islands Government and the Policies, Procedures and Guidelines governing the Public Service, having served Government for over thirty six (36) years in key strategic positions and having obtained tangible outputs in each area.
Ms Malcolm is well versed in the area of Organisational Development, Strategic Planning, Route Cause Analysis, Process Re-engineering, Policy Formulation, Implementation and Evaluation. She has a proven track record of making prudent financial and budgetary decisions and to effectively manage, oversee, coach and mentor staff and delegate authority. She is a devout advocate for Situational Leadership and Emotional Intelligence.
Ms Malcolm is able to conceptualise, propose, develop, implement and evaluate sustainable projects for TCIG. She can also assess and utilize financial, technical and human resources to ensure maximum outputs, and is knowledgeable of the principles of Project Management to plan and organize work for special assignments, projects as well as to meet deadlines.
Ms Malcolm is currently Permanent Secretary and Head of the Public Service Commission Secretariat/Office of Public Service Management. She oversees all Human Resource related matters affecting the Public Service and handles grievances as well as provides recommendations, supports H.E. the Governor, the Chief Executive Officer, Permanent Secretaries and other staff members on such issues.
She served as Under Secretary in the Ministry of Health from 2002 to 2007 and acted a number of times as Permanent Secretary in the Ministry. She also worked as Under Secretary in the Ministry of Natural Resources where she managed the Departments of Environment and Coastal Resources (DECR) and the Coastal Resources Management Project (CRMP).
Ms Malcolm was an Education Planner in the Ministry of Education where she helped develop a five year Education Plan and Education Database Programme in the 1990’s, and also contributed to the development and production of the first Social Studies Book for the Turks and Caicos Islands.
She also worked as Head of the Public Service Commission Secretariat; was a Graduate Teacher at the Helena J. Robinson High School; and a trained teacher at the Ona Glinton and Eliza Simons Primary Schools.
Ms Malcolm holds a Masters Degree in Human Resource Management, a Bachelors Degree and a Teaching Diploma.
Former Chief Executive: Martin Stanley
The Governor appointed Mr Martin Stanley as the Chief Executive of the Turks and Caicos Government following the suspension of parts of the territory's constitution.
Mr Stanley is an experienced UK senior civil servant and regulator. He was in his previous appointments: Chief Executive of the Competition Commission, Chief Executive of the Postal Services Commission, Principal Private Secretary to the Secretary of State for Trade and Industry, and Director of the Cabinet Office's Regulatory Impact Unit.
